According to a report by Webda, Dr. Esmaeil Garivani, Director of International Affairs at North Khorasan University of Medical Sciences, stated that the primary focus of this memorandum is the development of telemedicine services and health tourism. Under this agreement, efforts will be made to transfer Afghan patients—following online consultations and preliminary assessments—to the university's medical centers for surgeries and continued treatment, should the need arise.

He added that key areas of cooperation in the fields of medical care and health tourism will include establishing and developing technical and operational infrastructure for telemedicine, providing specialized consultations, conducting virtual clinics, and creating appropriate mechanisms for the referral, admission, and transfer of patients.

Grivani continued: "Another key aspect of this memorandum is the organization of specialized training courses for physicians, residents, and other healthcare professionals from Afghanistan; arrangements will be made to conduct these courses in-person, virtually, or through a hybrid format, facilitating the transfer of specialized knowledge and expertise."

The Director of International Affairs at North Khorasan University of Medical Sciences added: "The memorandum also outlines a framework for deploying faculty members, medical specialists, and university professors to the partner hospital, enabling the provision of training courses and specialized services tailored to specific needs."

Highlighting opportunities for educational collaboration, he noted that during a meeting with the Deputy for International Patient Department (IPD) affairs at the Afghan-Uzbek Curative Hospital, discussions were held regarding student admissions and the enrollment of referred physicians in specialized and sub-specialized training programs at North Khorasan University of Medical Sciences; he expressed hope that these collaborative efforts would yield tangible results in the future.

Dr. Garivani added that the memorandum also outlines potential areas for cooperation such as joint research, the exchange of scientific data and professional expertise, the implementation of research projects, technology transfer, the advancement of innovation, and the organization of scientific conferences and workshops.

It is worth noting that this memorandum of understanding was signed by Dr. Esmaeil Garivani, Director of International Affairs at North Khorasan University of Medical Sciences, and Dr. Seyed Abdolkhalegh Hashemi, Deputy for International Patients Department (IPD) at the Afghan-Uzbek Treatment Hospital, and was exchanged between the two parties.
